is a big weakness here, especially as it means ending with Ken Dodd. But on

I'm not sure if the OCC would have used Record Retailer data other than
the actual chart positions as the RR chart had such a small sample (30
independent record stores in 1960 and only about 250 or so by 1969 just
prior to the chart being compiled by the British Market Research Bureau
in February 1969). Some figures will be historic figures obtained by
Alan Jones from record labels such as EMI / Parlophone etc but some
figures are probably little more than educated guess work. As such I
doubt we'll ever get anywhere near an accurate 1960s list though the top
positions are probably correct. Even the 1970s list, compiled by BMRB in
December 1979 from actual weekly sales figures was completely inaccurate.

I'm not hugely surprised, although I don't think I'd have guessed what their
top seller was.
That's kind of how it is with the Stones though. They're obviously one of
the all-time top-selling acts but that's over a lot of releases: much the
same seems to apply to their albums. And they've obviously done better than
say, the Kinks, the Who, the Small Faces...
